Were you told that when you had signed up for Dish? The problem Comcast has is the broadcast channels (as well as the sports channels, another itemized fee ensues) are listed in the lineup for what you get for an agreed upon price.
The Broadcast Fee, as well as Regional Sports Fees, are nonnegotiable parts of the bill and a way for Comcast to deceptively false advertise one price while charging another. Because Comcast offers no options to avoid either, they are essentially part of the price without being "part of the price".
I'm just waiting until they start charging a "Consumer Bill Fee" or "Payment Acceptance Fee". Matter of time, mark my words.
